Ranking Member Shaheen Statement on House Passage of the Lindsey O. Graham Sanctioning Russia and Iran Act

WASHINGTON – Today, U.S. Senator Jeanne Shaheen (D-NH), Ranking Member of the Senate Foreign Relations Committee, released the following statement after the House of Representatives passed the bipartisan Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, sending the legislation to the President’s desk:

“Today, Congress sent Vladimir Putin an unmistakable, bipartisan message: the United States will not allow Russia’s war machine to continue operating with impunity. The Lindsey O. Graham Sanctioning Russia and Iran Act strikes at the heart of the Kremlin’s ability to fund its brutal war against Ukraine. Every dollar Russia earns through illicit energy sales is another dollar Putin can use to buy drones, missiles and weapons to kill innocent Ukrainians. This bill will help cut off that revenue, force Putin to the negotiating table by increasing pressure on Moscow and strengthen Ukraine’s hand as it fights for its survival.

“The President should sign this bill into law immediately and use every avenue to force Putin to meaningfully negotiate a just and lasting peace. Ukraine has shown extraordinary courage and resilience on the battlefield, but they have endured Putin’s brutal civilian attacks and destruction of their country for far too long. Now is the time to tighten the screws on the Kremlin, hold those fueling Russia’s war machine accountable and demonstrate that the United States remains committed to Ukraine’s sovereignty, security and future.

“Lindsey Graham understood that Putin only responds to pressure, and he worked tirelessly to get this legislation to this point. There could be no more fitting tribute to Lindsey and his commitment to a free and secure Ukraine than seeing this bill signed into law.”
