Heating Fuel Prices Hit Record High

On September 24, 2026, The Maine Department of Energy Resources (DOER) announced that the average statewide price of heating oil hit a record high of $6.02 per gallon on September 21, topping the previous record for heating oil in Maine of $5.92 per gallon in 2022, following Russia's invasion of Ukraine. Based on a standard 275-gallon oil tank, residents are now estimated to pay approximately 80% more to fill their tank to capacity than they would have one year ago, prior to the start of the Iran conflict.  

Financial assistance for home heating is available through the Home Energy Assistance Program (HEAP), administered by MaineHousing. In addition to HEAP, the Energy Crisis Intervention Program (ECIP), designed to assist low-income households who are experiencing an immediate energy-related crisis, will open on November 1. This program may provide a one-time payment to a fuel vendor to help HEAP-eligible households that are facing a heating emergency.

MaineHousing is urging residents to apply for HEAP as soon as possible and to begin the process before they are out of fuel or are experiencing a heating crisis. Maine residents are also encouraged to explore the wide range of cost-saving home efficiency incentives available through Efficiency Maine, including a $500 bonus available for a limited time in addition to existing rebates for those that use heat pumps as their primary heating system. Read the full press release here.

Last week, the Maine Department of Energy Resources (DOER) released its 2026-2027 Winter Heating Guide to help Maine people lower their energy bills while staying safe and comfortable this winter. 

The updated Winter Heating Guide includes practical home heating and weatherization tips for Maine residents, steps to access energy assistance programs, links to online resources including the latest energy prices, and more. The guide also summarizes energy efficiency and home heating programs available through MaineHousing, Efficiency Maine, Community Action Agencies, and other partners. DOER also released its 2026-2027 Propane Guide (PDF) for Maine residents who heat using propane, and a Printer-Friendly Contact Sheet (PDF) with the contact information of relevant agencies, energy efficiency and assistance programs, and other partners.

  • Governor Mills Calls on Congress to Boost LIHEAP Funding: Governor Janet Mills urged Congress to provide additional home heating assistance as President Trump’s war in Iran continues to drive energy prices to record highs. In a letter to Maine's Congressional Delegation, Governor Mills said that current federal funding for the Low-Income Home Energy Assistance Program (LIHEAP) is insufficient to meet the increased need caused by sharply higher home heating costs.
  • Governor Mills Announces Automatic Electric Bill Discounts for Thousands of Maine Families: Governor Janet Mills announced that eligible low-income customers of Central Maine Power (CMP) and Versant will soon begin receiving automatic discounts on their electric bill. Starting on October 1, Maine’s Department of Health and Human Services (DHHS) will use existing information from programs such as SNAP, TANF, and MaineCare to identify households eligible for $40 million in electric discounts through Maine’s Low Income Assistance Program (LIAP). Beneficiaries will have their information securely shared with participating utilities who will automatically apply discounts to their monthly electric bills thanks to the move by the Governor.
  • MaineHousing Releases Nearly $4 Million in Early Heating Assistance:  MaineHousing has issued nearly $4 million in early Home Energy Assistance Program (HEAP) payments to fuel vendors in anticipation of increased demand and a challenging winter heating season amid historically high heating oil prices. Carryover funding from the 2025-2026 heating season will help about 4,400 of Maine’s most vulnerable households receive fuel before cold weather sets in. Priority households include those with older adults, young children, and people with disabilities. By making the payments now, MaineHousing is enabling fuel vendors to begin deliveries and helping ensure these households enter winter with heating fuel available.

New England States Nuclear Policy Summit

Acting Commissioner Celina Cunningham joined energy leaders from across New England on September 30 at the University of Massachusetts Lowell for a regional summit exploring the potential role of advanced nuclear energy. Celina participated in a panel discussion on state actions and regional collaboration, discussing Maine’s approach to emerging energy technologies and opportunities for the region to work together on nuclear energy innovation, safety, economic development, workforce and supply chains. Maine Municipal Association Annual Convention

Maine’s municipalities will increasingly be at the center of energy discussions as new infrastructure is deployed to lower energy costs, improve reliability, and promote economic development. DOER and the Maine Municipal Association (MMA) have been collaborating to help local communities be prepared to navigate municipal-level conversations around energy issues. At MMA's Annual Convention on October 7, Acting Commissioner Celina Cunningham presented on the upcoming Maine Energy Plan and related policy considerations around infrastructure, including transmission, generation, and energy storage, and how these investments intersect with energy affordability. Celina also discussed ways for municipalities to engage with proposed projects.

Public Comment Opportunity: Maine's Renewable Energy Tax Study 

The Maine Department of Energy Resources (DOER) is conducting a study to examine and evaluate the system of taxation of renewable energy infrastructure, pursuant to Resolves 2025, Ch. 116, “Resolve, to Require the Governor's Energy Office to Study Taxation of Renewable Energy Infrastructure” (PDF).   

The purpose of this study is to examine and evaluate the current system of taxation of renewable energy infrastructure and possible adoption of a uniform capacity tax for renewable energy infrastructure. DOER is currently preparing the report to submit to the Maine Legislature by November 4, 2026. 

Comments are now being accepted on the draft report, as well as other broader feedback to inform the final study and recommendations. Comments may be submitted to doer@maine.gov with the subject line “Renewable Energy Tax Study” no later than 5 p.m. on October 16, 2026. 

Public Comment Opportunity: Maine's 2027 Energy Plan

The Maine Department of Energy Resources (DOER) is required by law to update the Maine Energy Plan every two years. The Energy Plan guides Maine’s approach to energy policy, with a focus on delivering affordable, reliable, and increasingly clean energy to all people and businesses while achieving the state's statutory energy requirements and strengthening Maine's economy.

The Department is currently seeking public input to help shape the next plan through a short online survey. Interested individuals or organizations are invited to complete this short survey to share input to inform the next plan. Responses are being accepted through October 30, 2026.

Front-of-the-Meter Distributed Energy Resources Proposed Program

On September 30, DOER sent a letter (PDF) notifying the Maine Public Utilities Commission (PUC) that the Department is finalizing a program proposal and will file it in the coming weeks. DOER will notify stakeholders of the filing when it occurs. Materials associated with the program proposal development, including written comments received in response to the draft program proposal published on August 27, 2026, are available on the DOER website.
